Father Garnet (the apparent "subject" of this text) was as notorious in England of his time as OBL today: he was the supposed Jesuit inspiration for the whole plot. But aside from that, the binding of the book in the skin of the terrorist allows the state to preserve the body of the criminal in order to enclose the text of the state's version of the crime. It's as though they are denying the terrorist his eventual "freedom" through death, maintaining his skin here; this is the ultimate deferral of "habeas corpus" - yeh we got the body right <i>here.</i> Awesome.
